Before you choose

Everything below links to the page it comes from, and says when we checked it.

One person, or a team sharing a number?

Four of the five price each user: Dialpad, Phone.com, Quo and Google Voice, so a team's cost grows with every person you add. Grasshopper prices each plan as a flat fee: True Solo is 1 user and 1 number, while Solo Plus lets unlimited users share 1 number with 3 extensions for $25 a month billed annually. Grasshopper was checked on Sep 25, 2026, the others on Sep 24, 2026.

Which kinds of number you need

We check four: local numbers, toll-free numbers, vanity numbers and moving (porting) a number you already have. Grasshopper, Dialpad, Phone.com and Quo offer all four. Google Voice offers local numbers and porting. Checked Sep 24, 2026.

Check what the entry plan leaves out

We check five features on each entry plan: business texting, call forwarding, voicemail transcription, business-hours routing and apps.

Checked Sep 24, 2026.

If you already pay for Google Workspace

Google Voice is an add-on to Google Workspace, so its Starter plan, $10 a user for up to 10 users, is the only new cost for a business that already has Workspace. Anyone else pays for Workspace as well, from $8.40 a user a month. Checked Sep 24, 2026.

How the ranking weighs them

Price counts for 35% of the score, included features 30%, number options 15%, and contract terms and support 10% each. If one of these matters more to you than its weight, read the ranking with that in mind. The formula behind each criterion is on how we score virtual phone numbers.

Frequently asked questions

How much does a virtual phone number cost?

Entry plans from the five providers we rank, before taxes and fees:

  • Grasshopper True Solo is $14 a month billed annually, or $18 month to month, for 1 user and 1 number.
  • Google Voice Starter is $10 a user a month, but it needs a paid Google Workspace subscription as well, from $8.40 a user a month.
  • Dialpad Standard is $15 a user billed annually, or $27 month to month.
  • Phone.com Basic is $15 a user billed annually, or $18 month to month.
  • Quo Starter is $19 a user billed yearly, or $28 month to month. Quo's pricing page shows two different sets of prices; we record the higher one.

Grasshopper was checked on Sep 25, 2026, the others on Sep 24, 2026.

What costs come on top of the plan price?

  • Extra numbers: Grasshopper charges $9 a month for each, Quo $5 a month.
  • Texting on Grasshopper needs a $19.50 one-time registration fee and $1.50 a month.
  • A toll-free number on Dialpad is $15 a month on an annual plan, plus 2 cents a minute for incoming calls.
  • Phone.com may require a $200 deposit before it turns on international calling.
  • Google Voice cannot be bought without a Google Workspace subscription.

Checked Sep 24 and Sep 25, 2026.

Can I cancel whenever I want?

Grasshopper, Google Voice and Quo offer month-to-month plans and state no early-termination fee; Google Voice charges only for the days before you cancel, and Quo does not refund fees already paid. Phone.com renews in 30-day terms: cancelling mid-term leaves you owing the rest of that term plus any disconnection fee. Dialpad charges the rest of an annual term if you cancel early. Checked Sep 24, 2026.

Which providers will sign a HIPAA Business Associate Agreement?

Dialpad, Google Voice (for managed users), Phone.com (on request) and Quo say they will. Grasshopper says it is not HIPAA compliant. Checked Sep 24, 2026.

Can I try one before I buy?

  • Dialpad offers a 14-day free trial.
  • Grasshopper offers a 7-day free trial.
  • Quo offers a 7-day risk-free trial.
  • Phone.com has no free trial, but a 30-day money-back guarantee.
  • We did not find a free trial for Google Voice.

Checked Sep 24, 2026.

What support comes with the entry plan?

Grasshopper offers 24/7 live agents by phone or chat. Google Voice and Phone.com say 24/7 support without naming the channels. Dialpad offers web and chat support 24/5. Quo offers email support. Checked Sep 24, 2026.
